U.S. Troops Will No Longer Be The Tripwire Between The Koreas

U.S. Agrees to Redeploy Troops Far From North Korea Border. After weeks of tense discussions, the U.S. and South Korea agreed today to redeploy American troops far away from the demilitarized zone that separates North and South Korea. By Howard W. French. [New York Times: NYT HomePage]

"The 14,000 troops, members of the Second Infantry Division, have long been considered a strategic tripwire on the Korean Peninsula, whose presence would draw large-scale casualties in the case of war with North Korea. But they were also thought of as an effective deterrent because this would theoretically guarantee a decisive American reinforcement and counterattack."

And here's the reason for concern,

"For a time, South Korea officials strongly resisted the redeployment, openly expressing concern that it would leave the United States free to mount a pre-emptive attack against North Korea's nuclear facilities, which South Koreans fear would lead to a devastating, all-out war between the two countries."

What's the "for a time" mean? What has changed that makes the fear go away, now that U.S. soldiers aren't the first to fall if someone starts a war? I didn't read anything else in the article that makes me think things have changed. And it doesn't seem like our current administration is that afraid to use the military option. Is this the first step?
